The Story

It was introduced on January 3, 1990 and referred to the Senate Judiciary committee. The committee held a public hearing on January 17, 1990. The committee recommended that the Senate make no recommendation. On February 8, 1990 the Senate voted to lay it on the table. On February 15, 1990 the Senate adopted “Take from Table”. A floor amendment () was adopted on February 15, 1990, changing the text of the bill. On February 15, 1990 the Senate voted to pass it with changes. It crossed to the House on February 15, 1990 and was referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on March 15, 1990. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On April 3, 1990 the House voted to pass it with changes. On April 12, 1990 the Senate voted to reject the other chamber's changes. On April 12, 1990 the House adopted “Accede to Request for Committee of Conference” on a voice vote. On July 1, 1990 the Senate voted to kill it and bar the subject for the rest of the term. On July 1, 1990 the House voted to kill it and bar the subject for the rest of the term.
