It was introduced on January 3, 1990 and referred to the Senate Judiciary committee. The committee held a public hearing on January 17, 1990. The committee recommended that the Senate pass it. On January 18, 1990 the Senate voted to pass it. It crossed to the House on January 25, 1990 and was referred to the House Judiciary committee. The committee held a public hearing on March 6, 1990. The majority of the committee recommended that the House pass it with changes unanimously, 17–0. On March 27, 1990 the House voted to pass it with changes on a voice vote. On April 10, 1990 the Senate voted to reject the other chamber's changes. On April 11, 1990 the House adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on April 18, 1990 to try to settle the differences between the two chambers' versions of the bill. On April 19, 1990 the House adopted “Conference Committee Report” on a voice vote. On April 19, 1990 the Senate adopted “Conference Committee Report”. An enrolled bill amendment () was adopted on April 19, 1990. These correct technical errors found after passage. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 28, 1990, making it Chapter 266 of the session laws. It took effect on June 27, 1990.
