The majority of the committee recommended that the House send it back to committee unanimously, 15–0. On March 23, 1989 the bill was referred to the Environment and Agriculture committee. The committee held a work session on October 10, 1989. The committee held a public hearing on November 8, 1989. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 11–3. On January 9, 1990 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 11, 1990 and was referred to the Senate Development, Recreation and Environment committee. The committee held a public hearing on February 1, 1990. The committee recommended that the Senate pass it. On February 8, 1990 the Senate voted to pass it. The bill was enrolled on March 6, 1990 — the final check of the text before it goes to the governor. The governor signed it on March 13, 1990, making it Chapter 15 of the session laws. It took effect on March 13, 1990.
