The Story
It was introduced on February 9, 1989 and referred to the House Environment and Agriculture committee. The committee held a public hearing on March 9, 1989. The majority of the committee recommended that the House send it back to committee unanimously, 15–0. On March 23, 1989 the bill was referred to the Environment and Agriculture committee. The committee held a work session on September 19, 1989. The committee held public hearings on November 2, 1989 and November 8, 1989. The majority of the committee recommended that the House pass it with changes unanimously, 16–0. On January 9, 1990 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 11, 1990 and was referred to the Senate Development, Recreation and Environment committee. The committee held a public hearing on March 13, 1990. The committee recommended that the Senate pass it with changes. On March 27, 1990 the Senate voted to pass it with changes. On April 10, 1990 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 27, 1990, making it Chapter 172 of the session laws. It took effect on June 26, 1990.
