On January 4, 1990 the House voted to pass it with changes. It crossed to the Senate on January 11, 1990 and was referred to the Senate Development, Recreation and Environment committee. The committee held public hearings on January 30, 1990 and March 14, 1990. The committee recommended that the Senate pass it with changes. On March 20, 1990 the Senate voted to pass it with changes. On April 10, 1990 the House voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment () was adopted on April 19, 1990.
