The Story
It was introduced on January 31, 1989 and referred to the House Environment and Agriculture committee. The committee held a public hearing on February 21, 1989. The majority of the committee recommended that the House send it back to committee by a vote of 15–1. On March 23, 1989 the bill was referred to the Environment and Agriculture committee. The majority of the committee recommended that the House kill it by a vote of 16–1. On January 9, 1990 the House voted to kill it on a voice vote.
