The Story

The majority of the committee recommended that the House pass it with changes by a vote of 11–7. On March 22, 1989 the bill was referred to the Judiciary committee. The committee held a public hearing on September 14, 1989. The committee held work sessions on September 19, 1989 and October 2, 1989. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On January 4, 1990 the House voted to pass it with changes. It crossed to the Senate on January 11, 1990 and was referred to the Senate Judiciary committee. The committee held a public hearing on January 31, 1990. The committee recommended that the Senate pass it. On February 8, 1990 the Senate voted to pass it. The bill was enrolled on March 6, 1990 — the final check of the text before it goes to the governor. The governor signed it on March 13, 1990, making it Chapter 14 of the session laws. It took effect on May 12, 1990.
