The Story
It was introduced on January 31, 1989 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 16, 1989. The majority of the committee recommended that the House send it back to committee unanimously, 18–0. On March 21, 1989 the bill was referred to the Executive Departments and Administration committee. The majority of the committee recommended that the House kill it unanimously, 16–0, and the report was placed on the consent calendar. On January 4, 1990 the House voted to kill it.
