The majority of the committee recommended that the House pass it with changes by a vote of 11–10. On February 1, 1990 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 8, 1990 and was referred to the Senate Ways and Means committee. The committee held a public hearing on February 14, 1990. The committee recommended that the Senate kill it. On March 8, 1990 the Senate voted to kill it.
