The Story
It was introduced on January 31, 1989 and referred to the House Constitutional and Statutory Revision committee. The committee held a public hearing on March 9, 1989. The majority of the committee recommended that the House pass it with changes unanimously, 10–0. On March 22, 1989 the House voted to pass it with changes. It crossed to the Senate on March 24, 1989 and was referred to the Senate Public Affairs committee. The committee held a public hearing on May 3, 1989. The committee recommended that the Senate send it back to committee. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee recommended that the Senate pass it with changes. The committee's amendment () was adopted on January 11, 1990, changing the text of the bill. On January 11, 1990 the Senate voted to pass it with changes. On March 27, 1990 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on April 12, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 19, 1990, making it Chapter 119 of the session laws. It took effect on June 18, 1990.
