The committee held a work session on September 5, 1989. The committee held a public hearing on October 10, 1989. The committee held work sessions on October 17, 1989 and October 24, 1989. The majority of the committee recommended that the House pass it with changes unanimously, 12–0. On January 9, 1990 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 11, 1990 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on January 31, 1990. The committee recommended that the Senate pass it. On March 6, 1990 the Senate voted to pass it. On March 6, 1990 the bill was referred to the Finance committee. The committee recommended that the Senate pass it. On April 3, 1990 the Senate voted to pass it. An enrolled bill amendment () was adopted on April 12, 1990. These correct technical errors found after passage. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 27, 1990, making it Chapter 169 of the session laws. It took effect on June 26, 1990.
