The Story

The committee held a work session on October 10, 1989. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On January 4, 1990 the House voted to pass it with changes. It crossed to the Senate on January 11, 1990 and was referred to the Senate Development, Recreation and Environment committee. The committee held a public hearing on February 6, 1990. The committee recommended that the Senate pass it with changes. The committee's amendment () was adopted on March 6, 1990, changing the text of the bill. A floor amendment () was adopted on March 6, 1990, changing the text of the bill. On March 6, 1990 the Senate voted to pass it with changes. On March 27, 1990 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on April 10, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 13, 1990, making it Chapter 93 of the session laws. It took effect on June 12, 1990.
