The Story
It was introduced on January 31, 1989 and referred to the House Education committee. The committee held a public hearing on February 22, 1989. The majority of the committee recommended that the House send it back to committee unanimously, 17–0. On March 9, 1989 the bill was referred to the Education committee. The committee held work sessions on June 1, 1989, June 15, 1989, June 22, 1989 and June 28, 1989. The majority of the committee recommended that the House pass it with changes by a vote of 16–1. On January 4, 1990 the House voted to pass it with changes on a division vote 244–73, then referred it on to the House Appropriations committee. The committee held a public hearing on January 12, 1990. The majority of the committee reported: Recommended, but Not Funded by a vote of 15–6. On February 1, 1990 the House voted to lay it on the table on a voice vote. On July 1, 1990 the House voted to kill it and bar the subject for the rest of the term.
