  • Term: 1989-1990
  • House committee: Resources, Recreation and Development
  • Senate committee: Development, Recreation and Environment
  • Subject: Occupational Regulation
  • Chapter law: 166

The Story

It was introduced on January 31, 1989 and referred to the House Resources, Recreation and Development committee. The committee held a public hearing on February 16, 1989. The majority of the committee recommended that the House send it back to committee unanimously, 17–0. On March 16, 1989 the bill was referred to the Resources, Recreation and Development committee. The committee held work sessions on September 5, 1989 and October 5, 1989. The majority of the committee recommended that the House kill it by a vote of 16–1, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 4, 1990. On January 4, 1990 the House adopted “Special Order to 01/09/1990” on a voice vote. On January 9, 1990 the House voted to pass it with changes, then referred it on to the House Executive Departments and Administration committee. The committee held a public hearing on January 23, 1990. The majority of the committee recommended that the House pass it. On February 1, 1990 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 8, 1990 and was referred to the Senate Development, Recreation and Environment committee. The committee held a public hearing on March 8, 1990. The committee recommended that the Senate pass it with changes. The committee's amendment () was adopted on March 27, 1990, changing the text of the bill. On March 27, 1990 the Senate voted to pass it with changes. On April 10, 1990 the House voted to reject the other chamber's changes on a voice vote. On April 12, 1990 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on April 17, 1990 to try to settle the differences between the two chambers' versions of the bill. On April 19, 1990 the Senate adopted “Conference Committee Report”. On April 19, 1990 the House adopted “Conference Committee Report” on a division vote 174–128. An enrolled bill amendment () was adopted on April 19, 1990. These correct technical errors found after passage. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 27, 1990, making it Chapter 166 of the session laws. It took effect on April 27, 1990.
