On January 4, 1990 the House voted to pass it with changes on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on January 10, 1990. The majority of the committee recommended that the House pass it with changes by a vote of 14–4. On February 1, 1990 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 8, 1990 and was referred to the Senate Insurance committee. The committee held a public hearing on March 15, 1990. The committee recommended that the Senate pass it with changes. On March 20, 1990 the Senate voted to pass it with changes. On March 29, 1990 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on April 12, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 19, 1990, making it Chapter 117 of the session laws. It took effect on April 19, 1990.
