The Story
It was introduced on January 24, 1989 and referred to the House Environment and Agriculture committee. The committee held a public hearing on February 14, 1989. The majority of the committee recommended that the House pass it with changes by a vote of 14–3. On March 2, 1989 the House voted to pass it with changes on a voice vote, then referred it on to the House Ways and Means committee. The committee held a public hearing on March 15, 1989. The majority of the committee recommended that the House send it back to committee by a vote of 10–5. On April 6, 1989 the bill was referred to the Ways and Means committee. The committee held work sessions on June 7, 1989, June 15, 1989, June 21, 1989 and October 4, 1989. The committee met in executive session on October 18, 1989 to vote on its recommendation. The committee held a work session on October 31, 1989. The majority of the committee recommended that the House pass it with changes unanimously, 19–0. On January 4, 1990 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 11, 1990 and was referred to the Senate Development, Recreation and Environment committee. The committee held a public hearing on February 6, 1990. The committee recommended that the Senate study it after the session ends. On March 8, 1990 the Senate voted to study it after the session ends.
