The Story

It was introduced on January 9, 1990 and referred to the House Ways and Means committee. The committee held a public hearing on January 15, 1990. The majority of the committee recommended that the House pass it with changes by a vote of 15–1. On February 8, 1990 the House voted to pass it with changes on a roll call 259–87. On February 8, 1990 the House failed “Reconsider” on a voice vote, on a motion by Rep. Burns. It crossed to the Senate on February 8, 1990 and was referred to the Senate Ways and Means committee. The committee held a public hearing on February 13, 1990. The committee recommended that the Senate pass it with changes. The committee's amendment () was adopted on February 15, 1990, changing the text of the bill. On February 15, 1990 the Senate voted to pass it with changes. On March 27, 1990 the House voted to reject the other chamber's changes on a voice vote. On April 10, 1990 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on April 17, 1990 to try to settle the differences between the two chambers' versions of the bill. On April 19, 1990 the Senate adopted “Conference Committee Report”.
