The Story

On February 1, 1990 the House voted to pass it with changes on a roll call 212–143. On February 1, 1990 the House failed “Reconsider” on a roll call 114–231, on a motion by Rep. Gross. It crossed to the Senate on February 1, 1990 and was referred to the Senate Finance committee. The committee recommended that the Senate pass it with changes. The committee's amendment () was adopted on February 8, 1990, changing the text of the bill. On February 8, 1990 the Senate voted to lay it on the table. On February 15, 1990 the Senate adopted “Take from Table”. On February 15, 1990 the Senate voted to pass it with changes. On February 15, 1990 the House voted to agree to the other chamber's changes on a roll call 203–105. The bill was enrolled on February 15, 1990 — the final check of the text before it goes to the governor. The governor signed it on February 20, 1990, making it Chapter 1 of the session laws. It took effect on February 20, 1990.
