The Story
It was introduced on January 3, 1990 and referred to the House Environment and Agriculture committee. The committee held a public hearing on January 11, 1990. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on February 6, 1990. On February 6, 1990 the House voted to study it after the session ends. The committee reported back on its interim study of the bill: “Ought to Pass”, by a vote of 15 to 0.
