The committee held a public hearing on March 14, 1990. The committee recommended that the Senate pass it with changes. On March 22, 1990 the Senate voted to pass it with changes. On March 29, 1990 the House voted to reject the other chamber's changes on a voice vote. On April 10, 1990 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on April 17, 1990 to try to settle the differences between the two chambers' versions of the bill. On April 19, 1990 the Senate adopted “Conference Committee Report”. On April 19, 1990 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor.
