The bill was taken off the consent calendar on January 25, 1990. On January 25, 1990 the House voted to pass it with changes on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on January 31, 1990. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on February 15, 1990. On February 15, 1990 the House voted to pass it with changes on a division vote 188–102. It crossed to the Senate on February 15, 1990 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on March 21, 1990. The committee recommended that the Senate kill it. On March 22, 1990 the Senate voted to kill it.
