On March 20, 1990 the bill was referred to the Finance committee. The committee recommended that the Senate pass it with changes. On April 12, 1990 the Senate voted to pass it with changes. On April 12, 1990 the House voted to reject the other chamber's changes on a voice vote. On April 12, 1990 the Senate adopted “Accede to Request for Committee of Conference”.
