On February 14, 1990 the House voted to pass it with changes. It crossed to the Senate on February 15, 1990 and was referred to the Senate Development, Recreation and Environment committee. The committee held a public hearing on March 7, 1990. The committee recommended that the Senate pass it with changes. On March 27, 1990 the Senate voted to lay it on the table. On March 29, 1990 the Senate adopted “Take from Table”. The committee recommended that the Senate pass it with changes. The committee's amendment () was rejected on March 29, 1990. A floor amendment () was adopted on March 29, 1990, changing the text of the bill. On March 29, 1990 the Senate voted to pass it with changes. On April 10, 1990 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on April 12, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 19, 1990, making it Chapter 148 of the session laws. It took effect on April 19, 1990.
