On January 25, 1990 the House voted to pass it with changes. It crossed to the Senate on January 30, 1990 and was referred to the Senate Public Affairs committee. The committee held a public hearing on February 9, 1990. The committee recommended that the Senate pass it with changes. On March 22, 1990 the Senate voted to pass it with changes. On March 22, 1990 the bill was referred to the Finance committee. The Senate withdrew that referral and sent the bill to the Capital Budget committee instead. The committee recommended that the Senate pass it with changes. The committee's amendment () was adopted on April 12, 1990, changing the text of the bill. A floor amendment () was adopted on a roll call on April 12, 1990, changing the text of the bill. On April 12, 1990 the Senate voted to pass it with changes. On April 12, 1990 the House voted to reject the other chamber's changes. On April 12, 1990 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on April 17, 1990 to try to settle the differences between the two chambers' versions of the bill. On April 19, 1990 the Senate adopted “Conference Committee Report”. On July 1, 1990 the House voted to kill it and bar the subject for the rest of the term.
