It was introduced on January 3, 1990 and referred to the House Science, Technology and Energy committee. The committee held public hearings on January 18, 1990 and January 31, 1990. The majority of the committee recommended that the House pass it with changes unanimously, 10–0, and the report was placed on the consent calendar. On February 13, 1990 the House voted to pass it with changes. It crossed to the Senate on February 15, 1990 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on March 22, 1990. The committee recommended that the Senate pass it with changes. On March 27, 1990 the Senate voted to pass it with changes. On April 3, 1990 the House voted to reject the other chamber's changes on a voice vote. On April 10, 1990 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on April 12, 1990 to try to settle the differences between the two chambers' versions of the bill. On April 19, 1990 the Senate adopted “Conference Committee Report”. On April 19, 1990 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor.
