On March 6, 1990 the bill was referred to the Finance committee. The committee recommended that the Senate pass it. On April 3, 1990 the Senate voted to lay it on the table. On April 10, 1990 the Senate adopted “Take from Table”. A floor amendment () was adopted on April 10, 1990, changing the text of the bill. On April 10, 1990 the Senate voted to pass it with changes. On April 12, 1990 the House voted to reject the other chamber's changes on a voice vote. On April 12, 1990 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on April 18, 1990 to try to settle the differences between the two chambers' versions of the bill. On April 19, 1990 the Senate adopted “Conference Committee Report”. On April 19, 1990 the House adopted “Conference Committee Report” on a voice vote.
