The Story
It was introduced on January 3, 1990 and referred to the House Judiciary committee. The committee held a public hearing on January 10, 1990. The majority recommended that the House pass it with changes, and the minority recommended that the House study it after the session ends, by a vote of 13–5. On February 14, 1990 the House adopted “Special Order to 02/15/1990” on a voice vote. On February 15, 1990 the House voted to pass it with changes on a division vote 205–90. It crossed to the Senate on February 15, 1990 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 12, 1990. The committee recommended that the Senate pass it with changes. On March 20, 1990 the Senate voted to pass it with changes. On April 12, 1990 the House voted to agree to the other chamber's changes on a voice vote. On April 12, 1990 the House voted to reject the other chamber's changes. On April 12, 1990 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on April 17, 1990 to try to settle the differences between the two chambers' versions of the bill. On April 19, 1990 the Senate adopted “Conference Committee Report”. On April 19, 1990 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 27, 1990, making it Chapter 219 of the session laws. It took effect on April 27, 1990.
