The Story
It was introduced on January 3, 1990 and referred to the House Judiciary committee. The committee held a public hearing on January 11, 1990. The majority of the committee recommended that the House pass it with changes by a vote of 13–2, and the report was placed on the consent calendar. On February 14, 1990 the House voted to pass it with changes. It crossed to the Senate on February 15, 1990 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 26, 1990. The committee recommended that the Senate pass it with changes. On March 29, 1990 the Senate voted to pass it with changes. On April 10, 1990 the House voted to reject the other chamber's changes on a voice vote. On April 12, 1990 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on April 17, 1990 to try to settle the differences between the two chambers' versions of the bill. On April 19, 1990 the Senate adopted “Conference Committee Report”. On April 19, 1990 the House adopted “Conference Committee Report” on a voice vote. An enrolled bill amendment () was adopted on April 19, 1990. These correct technical errors found after passage. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 27, 1990, making it Chapter 218 of the session laws. It took effect on January 1, 1991.
