On January 25, 1990 the House voted to pass it with changes. It crossed to the Senate on January 30, 1990 and was referred to the Senate Judiciary committee. The committee held a public hearing on February 14, 1990. The committee recommended that the Senate pass it with changes. On March 15, 1990 the Senate voted to pass it with changes. On April 3, 1990 the House voted to reject the other chamber's changes on a voice vote. On April 10, 1990 the Senate adopted “Accede to Request for Committee of Conference”. On April 19, 1990 the Senate adopted “Conference Committee Report”. On April 19, 1990 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 27, 1990, making it Chapter 210 of the session laws. It took effect on June 1, 1990.
