It crossed to the Senate on February 15, 1990 and was referred to the Senate Finance committee. The committee held a public hearing on March 8, 1990. The committee recommended that the Senate pass it with changes. The committee's amendment () was adopted on April 12, 1990, changing the text of the bill. A floor amendment () was adopted on April 12, 1990, changing the text of the bill. On April 12, 1990 the Senate voted to pass it with changes. On April 17, 1990 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 27, 1990, making it Chapter 202 of the session laws. It took effect on July 1, 1990.
