The Story
It was introduced on January 3, 1990 and referred to the House Judiciary committee. The committee held a public hearing on February 5, 1990. The majority recommended that the House kill it, and the minority recommended that the House pass it with changes, by a vote of 9–8. On February 14, 1990 the House voted to pass it with changes on a voice vote. On February 14, 1990 the House failed “Reconsider” on a voice vote, on a motion by Rep. T. Gage. It crossed to the Senate on February 15, 1990 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 12, 1990. The committee recommended that the Senate pass it with changes. On March 29, 1990 the Senate voted to pass it with changes. On April 10, 1990 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 27, 1990, making it Chapter 199 of the session laws. It took effect on January 1, 1991.
