The Story

It was introduced on January 3, 1990 and referred to the House Public Works committee. The committee held a public hearing on January 11, 1990. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. On February 13, 1990 the House voted to pass it with changes. It crossed to the Senate on February 15, 1990 and was referred to the Senate Capital Budget committee. The committee held a public hearing on March 12, 1990. The committee recommended that the Senate pass it with changes. On April 3, 1990 the Senate voted to pass it with changes. On April 17, 1990 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 27, 1990, making it Chapter 189 of the session laws. It took effect on June 26, 1990.
