On March 22, 1990 the Senate adopted “Take from Table”. The committee recommended that the Senate pass it. A floor amendment () was adopted on March 22, 1990, changing the text of the bill. On March 22, 1990 the Senate voted to pass it with changes. On March 27, 1990 the bill was referred to the Finance committee. The committee recommended that the Senate pass it with changes. On April 12, 1990 the Senate voted to pass it with changes. On April 12, 1990 the House voted to reject the other chamber's changes on a voice vote. On April 12, 1990 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on April 18, 1990 to try to settle the differences between the two chambers' versions of the bill. On April 19, 1990 the Senate adopted “Conference Committee Report”. On April 19, 1990 the House adopted “Conference Committee Report” on a voice vote. An enrolled bill amendment () was adopted on April 19, 1990. These correct technical errors found after passage. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 27, 1990, making it Chapter 186 of the session laws. It took effect on October 1, 1990.
