The Story

It was introduced on January 3, 1990 and referred to the House Appropriations committee. The committee held a public hearing on January 4, 1990. The majority of the committee recommended that the House pass it with changes unanimously, 19–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 31, 1990. On January 31, 1990 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 8, 1990 and was referred to the Senate Finance committee. The committee held a public hearing on March 8, 1990. The committee recommended that the Senate pass it. On April 3, 1990 the Senate voted to pass it. The bill was enrolled on April 10, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 19, 1990, making it Chapter 128 of the session laws. It took effect on June 18, 1990.
