On February 8, 1990 the House voted to pass it on a roll call 265–72. On February 8, 1990 the House failed “Reconsider” on a voice vote, on a motion by Rep. Burns. It crossed to the Senate on February 8, 1990 and was referred to the Senate Ways and Means committee. The committee held a public hearing on March 14, 1990. The committee recommended that the Senate pass it with changes. On March 22, 1990 the Senate voted to pass it with changes. On March 22, 1990 the bill was referred to the Finance committee. The committee recommended that the Senate pass it. A floor amendment () was adopted on April 3, 1990, changing the text of the bill. On April 3, 1990 the Senate voted to pass it with changes. The governor signed it on April 27, 1990, making it Chapter 181 of the session laws. It took effect on June 26, 1990.
