The bill was taken off the consent calendar on January 23, 1990. On January 23, 1990 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 23, 1990 and was referred to the Senate Public Affairs committee. The committee held a public hearing on February 1, 1990.
