It was introduced on January 3, 1990 and referred to the House Regulated Revenues committee. The committee held a public hearing on January 9, 1990. The majority of the committee recommended that the House pass it unanimously, 17–0, and the report was placed on the consent calendar. On January 18, 1990 the House voted to pass it, then referred it on to the House Ways and Means committee. The committee held a public hearing on January 24, 1990. The majority of the committee recommended that the House pass it with changes by a vote of 12–4. On February 8, 1990 the House voted to pass it with changes on a roll call 185–162. On February 8, 1990 the House failed “Reconsider” on a voice vote, on a motion by Rep. Burns. It crossed to the Senate on February 8, 1990 and was referred to the Senate Ways and Means committee. The committee held a public hearing on February 13, 1990. The committee recommended that the Senate pass it. On February 15, 1990 the Senate voted to pass it.
