The Story

It was introduced on January 5, 1989 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on January 30, 1989. The committee recommended that the Senate pass it. On February 9, 1989 the Senate voted to pass it. The majority of the committee recommended that the House pass it by a vote of 16–3. On April 27, 1989 the House voted to pass it on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on May 1, 1989. The majority of the committee recommended that the House pass it with changes unanimously, 20–0. On May 9, 1989 the House voted to pass it with changes on a voice vote. On May 16, 1989 the Senate voted to agree to the other chamber's changes. The bill was enrolled on May 23, 1989 — the final check of the text before it goes to the governor. The governor signed it on May 29, 1989, making it Chapter 277 of the session laws. It took effect on July 29, 1989.
