The Story

It was introduced on January 5, 1989 and referred to the Senate Finance committee. The committee held a public hearing on January 26, 1989. The committee recommended that the Senate pass it with changes. On February 7, 1989 the Senate voted to pass it with changes. It crossed to the House on March 7, 1989 and was referred to the House Appropriations committee. The committee held a public hearing on April 18, 1989. The majority of the committee recommended that the House pass it with changes unanimously, 15–0. On May 9, 1989 the House voted to pass it with changes on a voice vote. On May 16, 1989 the Senate voted to reject the other chamber's changes. On May 16, 1989 the House adopted “Accede to Request for Committee of Conference” on a voice vote. On May 23, 1989 the House adopted “Conference Committee Report”. On May 23, 1989 the Senate adopted “Conference Committee Report”. An enrolled bill amendment () was adopted on May 24, 1989. These correct technical errors found after passage. The bill was enrolled on May 29, 1989 — the final check of the text before it goes to the governor. The governor signed it on June 5, 1989, making it Chapter 372 of the session laws. It took effect on July 1, 1989.
