The Story
It was introduced on January 5, 1989 and referred to the Senate Judiciary committee. The committee held a public hearing on January 18, 1989. The committee recommended that the Senate pass it with changes. On February 2, 1989 the Senate voted to pass it with changes. It crossed to the House on March 7, 1989 and was referred to the House Children, Youth and Juvenile Justice committee. The committee held a public hearing on April 4, 1989. The majority of the committee recommended that the House pass it unanimously, 11–0. On April 20, 1989 the House voted to pass it. The bill was enrolled on May 9, 1989 — the final check of the text before it goes to the governor. The governor signed it on May 16, 1989, making it Chapter 126 of the session laws. It took effect on July 14, 1989.
