The majority of the committee recommended that the House pass it with changes unanimously, 17–0. On April 20, 1989 the House voted to pass it with changes, then referred it on to the House Appropriations committee. The committee held a public hearing on April 26, 1989. The majority of the committee recommended that the House pass it unanimously, 13–0. On May 9, 1989 the House voted to pass it. On May 16, 1989 the Senate voted to reject the other chamber's changes. On May 16, 1989 the House adopted “Accede to Request for Committee of Conference” on a voice vote. On May 23, 1989 the House adopted “Conference Committee Report”. On May 23, 1989 the Senate adopted “Conference Committee Report”. An enrolled bill amendment () was adopted on May 24, 1989. These correct technical errors found after passage. The bill was enrolled on May 29, 1989 — the final check of the text before it goes to the governor. The governor signed it on June 5, 1989, making it Chapter 389 of the session laws. It took effect on January 1, 1990.
