The Story
It was introduced on January 5, 1989 and referred to the Senate Executive Departments committee. The committee held a public hearing on January 18, 1989. The committee recommended that the Senate pass it with changes. On February 9, 1989 the Senate voted to pass it with changes. It crossed to the House on March 2, 1989 and was referred to the House Municipal and County Government committee. The committee held a public hearing on April 6, 1989. The majority of the committee recommended that the House pass it unanimously, 14–0. On April 27, 1989 the House voted to pass it. An enrolled bill amendment () was adopted on a voice vote on May 11, 1989. These correct technical errors found after passage. The bill was enrolled on May 23, 1989 — the final check of the text before it goes to the governor. The governor signed it on May 29, 1989, making it Chapter 279 of the session laws. It took effect on July 28, 1989.
