The Story
It was introduced on January 5, 1989 and referred to the Senate Finance committee. The committee held a public hearing on January 31, 1989. The committee recommended that the Senate pass it with changes. On February 14, 1989 the Senate voted to pass it with changes. It crossed to the House on March 2, 1989 and was referred to the House Public Works committee. The committee held a public hearing on March 15, 1989. The majority of the committee recommended that the House kill it unanimously, 16–0. On April 20, 1989 the House voted to kill it.
