On May 9, 1989 the House voted to pass it on a voice vote. On May 9, 1989 the Senate adopted “Suspend Rules for introduction”. The committee recommended that the Senate pass it. A floor amendment () was adopted on May 9, 1989, changing the text of the bill. On May 9, 1989 the Senate voted to pass it with changes. On May 11, 1989 the House voted to reject the other chamber's changes on a voice vote. On May 16, 1989 the Senate adopted “Accede to Request for Committee of Conference”. On May 23, 1989 the House adopted “Conference Committee Report”. On May 23, 1989 the Senate adopted “Conference Committee Report”. The bill was enrolled on May 29, 1989 — the final check of the text before it goes to the governor. The governor signed it on June 2, 1989, making it Chapter 350 of the session laws. It took effect on June 19, 1989.
