The Story

It was introduced on January 31, 1989 and referred to the House State Institutions and Housing committee. The committee held a public hearing on March 7, 1989. The majority of the committee recommended that the House pass it with changes by a vote of 15–1. On March 23, 1989 the House voted to pass it with changes. It crossed to the Senate on March 24, 1989 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on April 13, 1989. The committee recommended that the Senate kill it. On May 2, 1989 the Senate voted to kill it.
