It was introduced on January 31, 1989 and referred to the House Judiciary committee. The committee held a public hearing on February 28, 1989. The majority of the committee recommended that the House pass it with changes unanimously, 17–0. On March 16, 1989 the House voted to pass it with changes. It crossed to the Senate on March 23, 1989 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 10, 1989. The committee recommended that the Senate pass it with changes. On May 4, 1989 the Senate voted to pass it with changes. On May 11, 1989 the House voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment () was adopted on May 16, 1989. These correct technical errors found after passage.
