The Story
It was introduced on January 31, 1989 and referred to the House Public Protection and Veterans Affairs committee. The committee held a public hearing on February 14, 1989. The majority of the committee recommended that the House pass it with changes by a vote of 12–2. On March 16, 1989 the House voted to pass it with changes. It crossed to the Senate on March 23, 1989 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 5, 1989. The committee recommended that the Senate kill it. On April 13, 1989 the Senate voted to kill it.
