The Story
It was introduced on January 31, 1989 and referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on March 9, 1989. The majority of the committee recommended that the House pass it unanimously, 14–0. On March 21, 1989 the House voted to pass it. It crossed to the Senate on March 23, 1989 and was referred to the Senate Judiciary committee. The Senate withdrew that referral and sent the bill to the Banks committee instead. The committee held a public hearing on April 12, 1989. The committee recommended that the Senate pass it with changes. On April 18, 1989 the Senate voted to pass it with changes. On May 4, 1989 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 9, 1989 — the final check of the text before it goes to the governor. The governor signed it on May 17, 1989, making it Chapter 171 of the session laws. It took effect on January 1, 1990.
