The committee recommended that the Senate pass it with changes. On May 2, 1989 the Senate voted to pass it with changes. On May 2, 1989 the bill was referred to the Finance committee. The committee recommended that the Senate kill it. On May 9, 1989 the Senate voted to pass it. A floor amendment () was adopted on May 9, 1989, changing the text of the bill. On May 9, 1989 the Senate voted to pass it with changes. On May 16, 1989 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 23, 1989 — the final check of the text before it goes to the governor. The governor signed it on May 29, 1989, making it Chapter 291 of the session laws.
