The Story

It was introduced on January 24, 1989 and referred to the House Judiciary committee. The committee held a public hearing on February 22, 1989. The majority of the committee recommended that the House pass it by a vote of 14–3. On March 16, 1989 the House voted to pass it on a voice vote. On March 16, 1989 the House rejected a motion to kill it, on a motion by Rep. John Sytek. It crossed to the Senate on March 23, 1989 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 10, 1989. The committee recommended that the Senate kill it. The bill was enrolled on April 19, 1989 — the final check of the text before it goes to the governor. On April 20, 1989 the House voted 172–140 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
